Our International Experience

Seureca has a large experience throughout the world in the management and analysis of water supply and sanitation projects.

With the ever increasing urban demands and dwindling economically available resources in both developed and developing countries, awareness to water conservation techniques has grown considerably over the last decade. Regarding sanitation, environmental and public health concerns are also emerging as real priorities for a sustainable development, again in both developed and developing countries.

The situation is now such that most multilateral funding agencies strongly recommend that water utilities and authorities carry out studies and analyses of the existing situation to build sound investment plans with the vision of the future operation of the system, prior to consideration being given for funding of major projects.

In line with this general tendency in the water supply and sanitation fields, Seureca has contributed to a number of projects financed by bilateral, multinational and municipal or domestic financing, with a majority of the projects being initiated in the urban or semi-urban context.

1. Italy - Master Plan of Acqualatina

ACQUALATINA (a Veolia Water concession) is in charge of the water and waste water management of the ATO n°4 of the Lazio region. This cover an area of approximately 150 km x 30 km, with about 35 towns, the largest one being Latina. Total population is 600,000.

The project consisted in the elaboration of a water and sewerage master plan in order to plan. The needed investments on a 25 years period. It included diagnosis of the sewerage plants, ground water resource investigations, measuring campaign on water and waste water networks, modelling, water demand study, definition of the investment and costing.

2. Russia - Financial and Operational Improvement Programme in Surgut

Technical Assistance for the institutional strengthening of the district heating utility and water utility in the town of Surgut: technical and organizational audit, financial analysis, institutional study and preparation of an action plan.

The project is part of an investment program of the EBRD for about Euros 40 Millions and an overall amount of Euros 87 Millions.

3. Ukraine - Corporate Development Support to Dnipropetrovsk Municipal Water

As a support to a EUR bn. 20,0 loan agreed with E.B.R.D. for funding infrastructure and equipment modernization, the Municipal Water Company has mobilized consulting services from Seureca.

This included overall corporate development support to Dnipropetrovsk Water in improving specific areas of their financial and operational performance, as well as supporting Dnipropetrovsk Water and the City in developing and implementing tariff policy and an adequate institutional set-up for the water sector.

This was completed by the preparation and implementation of a Corporate Development Programme.

4. Romania - Crivina Treatment Plant in Bucharest

Feasability study and preparation of tender documents for the completion of Crivina water treatment plant and treated water aqueduct, for a total capacity of 3 cu.m per sec.

The tender documents comprise the tender data, the employer's requirements (including preliminary design of the plant) and the model of contract, compliant with the Romanian law for public tender procedure. Assistance to works supervision.

Northern Africa

1. Morocco - Tangier and Tetouan water supply and sewerage master plan

Preparation of the water supply and sewerage master plans for the cities of Tangier and Tetouan, including the forecast of water consumption, wastewater and rainwater flows over the next 25 years, the definition of potential alternative systems for water supply and transfer-treatment-discharge of wastewater, the definition of the preferred solution, the definition of necessary investments for supply systems and for rainwater discharge to prevent floods, and the investment plan over 25 years.

2. Morocco - Updating of the wastewater master plan of Agadir North

Seureca updated the wastewater master plan of Agadir North and prepared an analysis of the wastewater treatment alternatives. This study included the following components: 

  • Urban development analysis
  • Marine environment analysis
  • Measurements campaign on the wastewater network
  • Setting up of design criteria
  • Identification of treatment alternatives
  • Technico-economical comparison of the identified schemes
  • Proposal for an optimum solution

Western Africa

4. Gabon - Technical assistance to SEEG for water and electricity projects

Assistance to the "Société d'Eau et d'Energie du Gabon" for the revision of master plans, preliminary and detailed design studies, and preparation of bidding documents for the implementation works.

Technical assistance to SEEG in hydrology, hydrogeology and environmental expertise

Seureca is providing assistance and support in the fields of environmental studies, hydrology and hydrogeology, including design, site supervision, and training.

Eastern Africa

5. Mozambique - Rehabilitation of Sewerage System for the Town of Beira

As part of the rehabilitation of the existing facilities and the extension of the sewerage network in order to serve a population of 100,000 inhabitants and to treat their effluents (lagoon), Seureca prepared a detailed diagnosis of the network, an EIA and a GIS study, the preliminary design for the rehabilitation and extension of the sewerage collection and treatment facilities, and the detailed design and tender documents, and provided an assistance for the tenders evaluation.

6. Mozambique - Maputo water rehabilitation project

The project concerns Maputo, the capital of Mozambique (about 1.1 million inhabitants) and deals with:

  • Urgent and essential rehabilitation of the existing water supply system
  • Increase of capacity at the water treatment works
  • Rehabilitation of the major trunk mains
  • Additional water storage to secure supply
  • Extension of network to the suburban areas

Seureca prepared the preliminary design, detailed design, tender documents and supervised the works until commissioning and handover.

7. Tanzania - Water Supply and Sanitation Programme in 9 Small Towns

This pilot programme aims at developing a methodology for water supply and sanitation infrastructure programmes for Small Towns, to be used as reference in Tanzania.

Seureca is preparing the preliminary design and feasibility studies, the detailed design and tender documents, establishes the institutional framework and implements a comprehensive training programme.

1. Kingdom of Saudi Arabia - Full audit of water and wastewater services of Riyadh

Seureca is currently carrying out a thorough institutional and technical audit of the situation of the Riyadh water company covering the following specific subjects:

  • water services
  • wastewater services
  • water demand
  • institutional services
  • regulatory servics
  • training
  • performance indicators

It is assessing the existing master plans including the water demand forecast, and will propose a capital investment plan, as well as capacity building and training plans.

2. Iraq - Master plan and design for sewage network and treatment plants for the cities of Dahuk, Erbil and Sulaymaniyah

Seureca established master plans and detailed designs of the sewerage networks and treatment plants to be implemented in Dohouk (250,000 inhab.), Erbil (650,000 inhab.) and Sulaymaniyah (600,000 inhab.).

The assignment encompassed satellite image photogrammetry, detailed technical field surveys, mathematical modelling, elaboration of technical specifications, compilation of bills of Quantity, cost estimates and contract documents for the works.

3. Palestine - Bulk water production improvement in the West Bank

Technical, legal, institutional and managerial assistance to the Palestinian Water Authority in the following areas:

  • Institutional and legal services, in the view to transforming the WBWD into a National Water Utility,
  • Capacity building of WBWD including training,
  • Operation and maintenance of the bulk water supply facilities presently operated by the WBWD,
  • Management of the Emergency Investment Fund.

Central and South Asia

1. India - Improvements in the management of the Kolkata water distribution system

Seureca services covered a 100 km2 area with a population exceding 4 million and consisted of :

  • Improve the capacity of Kolkata Municipal Corporation to monitor and operate the system, comprising essentially of full mapping of all zone and reserve pipelines and installing flow and pressure monitoring points
  • Install meters for the largest 100 consumers in order to increase badly needed revenue
  • In a pilot area, to conduct more detailed investigations and to implement rehabilitation and leakage control measures, thus increasing system performance and revenue collection, and demonstrating procedures that may be applied progressively on a system wide basis.

2. India - Delivery of services for water supply, sewerage and solid waste to the Municipality of Bidhannagar - Public Private Partnership

The project consists of a full feasibility study to determine, for water supply, sewerage and solid waste management services:

  • Current performance of assets
  • Current performance and organisation of operations
  • Definition of current and planned levels of service
  • Definition of medium term and short term investments required to meet the planned levels of service
  • An assessment of the organisational and delivery capacity of the Municipality, related State Government Departments and the Private Sector
  • An institutional assessment covering policy, legal, statutory and implementation issues
  • A full financial assessment and model, including viability gap funding and setting out the path to full cost recovery
  • The most appropriate model of Public Private Partnership to reach the service level goals over a planned period and taking into account the current organisational and institutional issues

3. Pakistan - Identification study for the provision of water supply and sewerage services in Lahore city

Seureca was awarded a feasibility study to improve the level of service in the city. The project included the following components:

  • Audit of the sewerage system and formulation of an operational and asset improvement program.
  • Technical and economical study of the various options for the treatment of the urban effluents.
  • Audit of the operation and maintenance processes and equipment and definition of short and medium term recommendations, especially in terms of human resources and organisation.
  • Study of the Unaccounted-for-water in the system and definition of a losses reduction program including the assessment of the required investments.
  • Implementation of a pilot area to demonstrate the guidelines to measure and reduce losses.
  • Preparation of an action and investment plan and integration into WASA business plan.

4. Kazakhstan - Upgrading, rehabilitation and extension of the water supply and sewerage systems of Almaty

The main objectives of the Project were to assist Vodokanal in defining a first phase investment programme for upgrading, rehabilitating and expanding the water supply system and sewerage / drainage systems of Almaty, implementing a leak detection programme and determining the Unaccounted For Water, through on site investigations in a representative pilot area of the city. Establishment of a pre-feasibility study for the restructuring of Vodokanal together with a comprehensive tariff policy.

South East Asia

5. China - Xiangzhou and Beiqu wastewater treatment plants

The project, carried out by Veolia Water Water South China, was a two-component project, including :

  • the take over of the operation of the Xiangzhou wastewater treatment plant and the extension of its capacity
  • the construction and operation of the Beiqu wastewater treatment plant

Seureca carried out the following services:

  • Assessment of the Take or Pay volumes, basis of the evolution of the wastewater rates
  • Opex estimate for the existing plant
  • Definition, implementation and coordination of the Due Diligence in Xiangzhou treatment plant (population 170,000 in the Xiangzhou area and 40,000 in the Beiqu area)

6. Mongolia - Water and waste water Master Plan of Ulaanbaatar

The purpose of the Water and Waste Water Master Plan of Ulaanbaatar is to define the development and management policy of the water supply and sewerage facilities of the city in order to meet the expected requirements until 2020, including those likely to arise from the progressive urbanisation of the ger (or yurts) areas.

7. Indonesia - Preliminary Design Study at Lippo City

Detailed review of the drinking water treatment plant of the new city of Lippo Cikarang:

  • Review of the water demand forecast
  • Condition of existing facilities
  • Review of current tariffs
