Our experts will therefore identify the key factors, the variables as well as the interactions and the applicable hypothesis, and will undertake a detailed socio-economical analysis of the perception of the water price and of the willingness to pay at the end-user level.
Institutional Studies
The understanding of the global context in which a water and wastewater service exists requires the study of its links and interdependence with the legal and administrative frameworks, both at the local and at the national level.
Decision making processes and operating procedures are essential to be able to propose framework-wide changes, through a change in the rules of the game, or to identify and implement within the water authority the procedures and structures most appropriate in this administrative context and for the goals we want to reach.

1. Russia - Financial and Operational Improvement Programme in Surgut
Technical Assistance for the institutional strengthening of the district heating utility and water utility in the town of Surgut: technical and organizational audit, financial analysis, institutional study and preparation of an action plan.
The project is part of an investment program of the EBRD for about Euros 40 Millions and an overall amount of Euros 87 Millions.
2. Ukraine - Corporate Development Support to Dnipropetrovsk Municipal Water
As a support to a EUR bn. 20,0 loan agreed with E.B.R.D. for funding infrastructure and equipment modernization, the Municipal Water Company has mobilized consulting services from Seureca.
This included overall corporate development support to Dnipropetrovsk Water in improving specific areas of their financial and operational performance, as well as supporting Dnipropetrovsk Water and the City in developing and implementing tariff policy and an adequate institutional set-up for the water sector.
This was completed by the preparation and implementation of a Corporate Development Programme.
3. Kingdom of Saudi Arabia - Full audit of water and wastewater services of Riyadh
Seureca completed a thorough institutional and technical audit of the situation of the company covering the following specific subjects:
- water services
- wastewater services
- water demand
- institutional services
- regulatory servics
- training
- performance indicators
It assessed the existing master plans including the water demand forecast, proposed a capital investment plan, as well as capacity building and training plans.
4. Palestine - Bulk water production improvement in the West Bank
Technical, legal, institutional and managerial assistance to the Palestinian Water Authority in the following areas:
- Institutional and legal services, in the view to transforming the WBWD into a National Water Utility,
- Capacity building of WBWD including training,
- Operation and maintenance of the bulk water supply facilities presently operated by the WBWD,
- Management of the Emergency Investment Fund.
The main objectives of the Project were to assist Vodokanal in defining a first phase investment programme for upgrading, rehabilitating and expanding the water supply system and sewerage / drainage systems of Almaty, implementing a leak detection programme and determining the Unaccounted For Water, through on site investigations in a representative pilot area of the city.
Seureca prepared a pre-feasibility study for the restructuring of Vodokanal together with a comprehensive tariff policy.
