Collection, cross-checking and understanding of data are implemented in full cooperation with the teams operating the utilities. This enables fruitful exchanges between professionals of the same activity ; this step can, as well, take place in more difficult environments (tenders, with a restricted and controlled access to information and staff, misunderstanding or distrust of operators, lack of reliable data and evolution trends for a correct evaluation of the effectiveness of rendered services).

SEURECA has developed a sound competency in the field of technical, institutional and financial audits, and can deliver, in various environments, detailed and reliable analysis of the condition of the assessed service. Its capitalized experience makes it able to rapidly identify critical points, according to the global context, on which investigation and analysis efforts will focus. Benchmarking tools, and the knowledge of internationally recognized "best practices", are mobilized for completing missing data, or identify technical discrepancies. Evaluation of infrastructure is closely related to those of day-to-day operation of utilities, including topographical constraints, detailed evaluation of volumes produced and billed and their evolution over time, staff organisation to be implemented. 1. Russia - Financial and Operational Improvement Programme in Surgut

Technical Assistance for the institutional strengthening of the district heating utility and water utility in the town of Surgut: technical and organizational audit, financial analysis, institutional study and preparation of an action plan.

The project is part of an investment program of the EBRD for about Euros 40 Millions and an overall amount of Euros 87 Millions.

2. Romania - Privatisation of RGAB

As part of the privatisation of Bucharest's water utility, Seureca prepared the concession bid on behalf of Générale des Eaux.

It took over the technical due diligence: Seureca identified needs, defined terms of references and managed all expertises linked to the audit of existing situation and preparation of the business plan :

Seureca has carryied out a thorough institutional and technical audit of the situation of the Riyadh water company, which covers the following specific subjects:
